HOW TO OBTAIN ELECTRONIC BUILDING PERMIT/APPROVAL IN LAGOS STATE.
In the past few weeks the Lagos State Ministry of Physical Planning and Urban Development has embarked on sealing off building development projects across the State without approved permit/approval. According to the Honorable Commissioner for the Ministry, Dr. Idris Salako, he declared that the present administration is determined to guard the operative development plans and curb illegal physical developments in Lagos as part of the efforts to control physical development and promote a sustainable living environment.
It would be penny wise, Pound foolish for anyone to commence building development especially in Lagos State without getting the proper permit or approval from the State Government agency which is the Lagos State Physical Planning Permit & Urban Development Authority as such a building could be sealed off or even demolished as the case may be, now imagine the loss both time and monetarily that would be suffered by the property owner as a result of any of such actions, so why not do the needful?
Beside, as I explained in one of my previous articles, getting approved building plan is one of the means of laying genuine claim of ownership on your landed property and thus, it is a very important document to have. A building plan approval is an indication that the building complies with building laws and regulations and an evidence to proof that appropriate authorities or agencies are aware of such construction.
Therefore, obtaining a Development Permit from the Lagos State Physical Planning and Development Authority (LASPPDA), a parastatal under the Ministry of Physical Planning and Urban Development is the very first step to take when you want to start building in Lagos state. To do otherwise, may attract the wrath of government monitoring agency, especially the Lagos State Building Control Agency, (LASBCA).
Among other objectives, LASBCA was established to ensure that all building construction works are carried out according to specification and thorough drawing detailing according to minimum standard stipulated by Building Codes.
So, it is expected that stakeholders get building approval before mobilizing to site; and adhere strictly to them while construction is going on.
Now let us look at documents that you'll require to submit when applying for building approval. Although, some of the documents are not applicable to every type of development, but you will need some of them depending on the building type.
DOCUMENTS REQUIRED FOR BUILDING APPROVAL:
1)Proof of Land Ownership such as Purchase Receipt with Stamp Duty, Registered Deeds, Certificate of Occupancy, Registered Conveyance and any other Statutory Documents;
2) Chartable Survey Plan (one original)
3) 5 sets of Architectural Drawings
4) 5 sets of Structural Drawings & Calculation Sheets
5) Letter of Supervision written by a COREN registered engineer for the structural drawings.
6) 5 sets of Mechanical Drawings (Buildings above 2floors)
7) 5 sets of Electrical Drawings (Buildings above 2floors)
8) Current Tax Clearance or receipts of the applicant
9) Planning Technical Report(where necessary)
10) Where necessary clearance letter from
i) Land Use and Allocation Committee
ii) New Town Development Authority (NTDA)
iii)Ministry of Environment (Drainage Department)
iv)Ministry of Transportation (Metro Alignment / Traffic Report)
11) Two passport Photographs of the applicant
10) Photocopy of payment of assessment fee
12) Site Photography showing the adjoining properties with date and time taken.
The type of documents you will be asked to produce will depend basically on the kind of building you are planning to build. For instance, if you are looking at a 3-bedroom bungalow, you may be required to produce only the Architectural Drawings, Survey Plan, Title Document, Tax Clearance, Development Levy and some others. But, if your building is about 10-storeys, then be ready to produce more documents from the list above.
Meanwhile, if all your documents are complete, then there is no further delay in the approval processes, although the period of time for getting the final approval usually varies, this is where you mostly need our services; to help follow up with the approval process from the beginning till end to eliminate any "hiccup " that might cause delay in the quick granting of the approval within the shortest period.
To start with approval process, you must propose a building plan (Architectural Drawings) stipulating the kind of house you intend to build. This is what you or your representative would present at the physical planning authority office nearest to the location of the proposed building site.
The building plan would first undergo a process of vetting; that is, the drawing is checked by the authority officials to ensure that it complies with set standards, corrections or amends might be recommended and when the drawings are deemed satisfactory together with the required support documents, the application shall be accepted and a file number given to the applicant for ease of following up and record purpose.
For those that prefers online, it is now possible to process building plan approval online via the Lagos State e-Planning Permit Portal. This would be mostly preferred especially by Nigerians in the diaspora.
To process your application online, just follow the guidelines mentioned below:
Stage 1: Registration on the e-Planning Permit Portal
Log on to www.lagosepp.com.ng Click register and input personal details, including e-mail address (or click on login if you already registered). An account shall be automatically created, with a link to your email for confirmation. Confirm account and log in, applicant’s Dashboard is generated.
Stage 2: 1st Screening
Click on “Start New Screening”
An Instruction Page pops up
Read the instructions and click “I agree” to continue or “disagree” to discontinue.
A Pre-Screen Form pops-up for filling of application details and site location.
Complete and Submit
Reference/Screening No. (IKJ/ePPID/2016/2) is generated.
Click on “uploading of documents”
Upload Architectural Drawings, Title Document & Survey Plan
Click ‘submit’
Stage 3: Part-Payment
After submitting your documents for screening,
You are prompted to pay a part-processing fee of N10,000:00 (Ten Thousand Naira only).
Screening Number and Mpay Reference Number is generated for payment.
Click on “Proceed to make Payment” through Debit Card, Internet Banking, or POS.
Select Bank or use Credit /Debit Card for payment and click “Continue”.
Complete the Payment Form and then click “Continue to Proceed to Pay” using the Mpay Reference Number received through the e-mail to make payment via Internet Banking, POS Terminal or at Bank Branch.
Stage 4: Payment Validation
Enter Mpay Reference Number and click on “Validate”
The Lagos State Government Electronic Banking System (EBS)-RCM Platform pops up for payment, showing: Personal Information, Revenue Details, Payment Details, Revenue Code etc.
The system shall generate Lagos State Government Treasury Receipt after payment.
View Application on the platform, then click on “Continue to Confirm Payment”
Input Screening Number and Receipt Number to confirm Part Payment and click “Submit”.
Stage 5: Site Inspection
Check email for notification of:
Successful payment of part processing fee
Successful screening of Documents or comments for amendment
Invitation for Site inspection
Request for upload of Engineering Drawings (where necessary) and other documents, after a successful site inspection and screening of Architectural Drawing.
Stage 6: 2nd Screening
Upload Structural Drawings (for 2Floors & above), Mechanical & Electrical Drawings (for 4 Floors & above) and other relevant documents for screening where applicable.
After a successful screening of all Engineering details and other relevant documents, you will be informed of successful screening or comments for amendment.
Stage 7: Post-Screening Process — Balance Payment and Application Form
Check mail for:
Successful site inspection.
Successful screening of all drawing or comments for amendment.
If there are no comments, you will see Request for Payment of Balance of Assessment Fee (after deduction of the part processing fee of N10,000.00K).
Upload amended drawings and documents.
Click or log in to the payment portal displayed on the mail http://mpay.ebsrcm.com/mpay/lasg/home with applicant’s Mpay Reference Number to make balance processing fee.
Log in to the EPP portal -www.lagosepp.com.ng to confirm payment.
Click “Confirm Payment”, enter the Receipt Number and click “Submit”
An Application Form is enabled for completion by the Applicant as required.
Complete Application Form.
An applicant can check email and Dashboard for the status of Application (Stages) regularly.
An applicant will be duly informed at the completion of stages of the application process.
Stage 8: Collection of Permit
Check email for notification of Permit collection.
Print Permit Notification Letter and with 6 Sets of Screened Architectural, Structural, Mechanical, and Electrical Drawing dully signed and sealed by Relevant Professionals as applicable for endorsement.
